You shouldn't get for any package in *archive.ubuntu.com. All packages
in main, universe, multiverse and restriced are signed by people that
are in ubuntu keyring. To get your key in keyring you have to become
main or universe developer. To become universe maintainer, you have to
get approved, first as a member, by ComunityConcil, and after that by
TechnicalBoard as a universe maintainer.
As a universe maintainer, you get your package in universe repository,
it has to be approved by three universe maintainers. Mostly, these
packages are approved by maintainers that are maintainers of universe
and main repositories.
So, as you can see, calling universe "unstable" or "unsupported"
something like that is just not true. Only acceptable name would be
"community", or "unofficial".
Still, I hope names of repositorys wouldn't change, cause result of that
would be only problems.
