Notice: changes to Ubuntu Bugzilla

Until now, every Bugzilla user has been able to change all of the fields on
all bugs. This made it easy for anyone to jump in and help out, but because
many users aren't aware of the standards and procedures we use in Bugzilla,
this resulted in inconsistent handling of bugs.
In order to correct this situation, we've changed the default so that users
only have this privilege if it has been explicitly granted. This is the way
that most projects use Bugzilla. I've granted it explicitly to people that
I have seen doing the right things in Bugzilla, though I'm sure there were
people that I missed. If you have lost editbugs privileges and wish for
them to be restored, please contact one of these people (IRC/email):

- ogra / ogra at ubuntu.com
This is also a step toward organizing Ubuntu Bug Days, where we invite the
community to help us triage bugs in Bugzilla. Further information will be
made available about Bug Days as the details are finalized, but we hope to
hold our first event next Wednesday, June 29th.
