configuration wizard on first login

In GNOME land, we've tried to remove these things everywhere, because they
basically end up being a lot of noise to someone who's just getting started
(and again for someone who already knows what they want to do). You might
remember the 'ximian-doorman' module from way back - that's a good example
of doing it well, but an equally good example of why we shouldn't do it in
the first place (based on feedback).

Basically, the desktop should 'just work', without any forced intervention.
If a user needs to change a bunch of very specific things to make it work
properly (such as proxies), they'll generally know that already. We don't
have to shove that in every user's face just to make sure the few who need
it see it immediately.
