This is an excellent draft; thanks for putting it together. I think that it
covers the basics well, and that we can refine it as we go along. This work
provides a basis for distributing the workload of reviewing packages over
more people, which should help to speed the process greatly.
One thing which could be helpful to add would be a recommendation to contact
the appropriate team for assistance with the review. For example, our
resident Java experts can better evaluate whether a package follows our Java
guidelines.
