redirection of auto-sync announce mails to new list

Hi,

All automated sync announcements are no longer sent to
$SUITE-changes at lists.u.c but are instead sent to a dedicated list
ubuntu-changes-auto at lists.u.c.  Hopefully this'll reduce the clutter
on breezy-changes at lists.u.c and make it more useful.
