You are wrong. C# is only a programming language, like C++, Java,Python, etc. .NET is much more than a program language, is a framework built by Microsoft. Then some parts of this were published as open standards. And Mono is just a particular implementation of these standards (on Linux there is another one, DotGNU Portable .NET, which is not as famous as Mono).
