Are radical changes needed for Desktop Linux?

strangely , there is no output at all, and the cursor just keeps blinking.

first it gave this output :

                                                           ^^^  
when i tried again , cursor just kept blinking.

i can surf online even if the ping command does not work ....so i
assume pinging has been stopped by the ISP.

Without editing the resolv.conf file , http://66.102.7.99/  works but
if i try  http://www.google.com ,  it does not !
If it is a DNS problem, is it because my ISP does not give static addresses.  
How can i solve this issue ? 

btw, for the DNS problem do i need to edit any of the following files ?
/sbin/rc.d
/etc/host
/etc/sysconfig/network
/etc/sysconfig/network-script/ifcfg-eth0
