I am still having this problem too. I am also getting extremly slow
speeds from where I am in the US of 3000B/s which makes downloading a
kernel update take 4-6 hours. I have a cable connection which at times
gets upwards of 1+MB/s and downloading stuff from other places works
fine. I am only seeing really slow d/l rates when hitting ubuntu
servers. this include the website/wiki too.
