Just Working tv-output, a starting point

I have mentioned it on the list and I have put it on the wiki.
Developers have commented on the packages and I have fixed them
accordingly. I however have less time so I haven't pushed very hard on
the developers. But the packages are not very complicated so I think
they could be included. 

I'm not sure which totem I use, but the version in hoary should work
with a recompile after you have installed the -dev packages I provide
for libnvtvsimple.
