The Windows program just writes a raw disk-image to a floppy disk.  That is
what to distribute, not the Win32 .exe...

The produced disk-image is bootable, and [in a case of ThinkPad's] contains
IBM DOS to allow it to boot.  'memdisk' should be able to boot this---or
copy the files onto another disk-image with FreeDOS as the OS.

I think mjg59 may have had success extracting the contents of the Win32
.exe's by running them under Wine/Dosemu.

(It should be fairly trival to figure out how to get the disk-image straight
out of the win32 .exe with a script---maybe look at this as a side project.)
