This documentation is in the process of being rewritten in order to
accurately reflect the process as it stands, and I think the existing
language is more off-putting than it ought to be.
If you are already maintaining packages in a third-party repository, and are
actively involved in the Ubuntu community, then in general I would say that
you are in a good position to apply for 'universe' maintainership.
