Language packs vs. locales

Yes, as already discussed on IRC, I now realize that
changing the default locale everytime a new lang-pack is
installed could have undesired results, for instance what if
I want several lang-packs installed for some fonts support 
but want my default locale to stay as US UTF8 english ?
Then I would have to dpkg-reconfigure locales in order to
set up my preferred default locale and not the one which the latest
lang-pack.
