Language packs vs. locales

Having some sort of question as part of the Warty->Hoary update seems
reasonable to me.
However, adding a debconf question to the language pack is madness:
- the user already chose the default locale at system installation
- users would not see this question a second time anyway
- it is unreasonable to assume that the default locale should be
changed whenever a new language is added
- changing the Desktop locale is easy enough using gdm
