Language packs vs. locales

Do you know how people react when i tell them to simply type
'dpkg-reconfigure locales' in an xterm ? then select he_IL.UTF-8 from
a huge list , then set it as system default  ...
I think that it's reasonable to have my locales set when installing
language package.
