Your Idea is right but at the live cd i have a static version of the 
devel version of ubuntu and that is imho die problem. when i start using 
ubuntu warty it was still in development and has many changes into the 
menue structure etc. on a freenx-server you could add a programm that 
shows what must be translated and what is already translated.

It's just a Idea not more.
