Tollef and I designed a proposed spec and put it on the
wiki. Feedback is very welcome. A format for the hook file is
suggested (closley modeled after debconf so that we can use some of
there tools, e.g. debconf2pot) and a basic concept how it can be added
to update-notifier. 

The "post-upgrade hook was run" information will be put in a format
that is easy to use by text-based tools as well. The idea is that it
should be easy to write a tool that tells the user about the
"post-upgrade hooks" and possibly about updates too (as Colin
suggested).
