In regards to such a package, would it have to depend on packages from
main only, or can packages from universe be used.  Icewm is not in
main.

I can see this sort of thing being simple.  Icewm with a custom theme
and toolbar with icons for a web browser and wordprocessor.  Perhaps
also rox-filer as a quick filemanager with the option of having a
desktop-like environment by using its' pinboard option.

Would this also have to respect the all-gui rule?  GUI frontends to
lightweight window managers like icewm tend to be lacking since it is
quicker to just modify a config file.  If not, then a sensible default
could be provided.
