It's part of the upgrade-notifier. If you run upgrade notifier it will
hook into libhal and monitor for mount events. If you run
upgrade-notifier and you insert a new (not-yet-seen) ubuntu cd in the
drive it will prompt and ask if it should should start the package
manager with it.
