Getting back/forward mouse buttons working as default

Both OSX and Windows seem to do this, without any extra drivers. For
example, when I plugged in my wireless mouse, it set it up without
requiring any driver CD on either OSX or Windows, and this mouse only
started production years after Windows XP came out so it can't of
shipped the driver with it for this exact model.

What would be the harm of enabling mouse6 and mouse7 by default?
Surely if you don't have a mouse that can handle it, it's not going to
get pushed?
