There will be country-specific versions (whether official or unofficial),
but this doesn't address the problem being discussed here, which is to
decide the set of languages which will be on the official Ubuntu 5.04 CD
which will supersede Ubuntu 4.10.

You have almost certainly held 650M CDs in your hand recently (the official
pressed Ubuntu CDs are 650M discs).
