APT cache

  If you're reading ubuntu-users, you will notice, that people have no 
idea that all .deb files are storing on thier disks. Some just lerned 
about apt-get clean.

  Maybe a small application that sits in a background and popups a 
request when ((STD_LIMIT < cachedirsize) || (%USAGE < 15)) even occur? 
It could advice user to clean a APT cache and gain space.
