update-manager sync at install

Update Manager complained today that there were 6 new updates, so I told
it to go ahead.  Afterwards, I did an apt-get upgrade and the below.

It takes about 15 seconds to apt-get update.  Can there be an option to
update before installing updates?  i.e. only show an icon when
update-manager found updates, but check for updates again just in time
to make sure update-manager didn't update 2 hours ago right in the
middle of an upload batch.

In unstable this is common; in stable, I could see 3 or 4 vulns being
released the same day, and being uploaded within a few hours of eachother.

Interesting also is not doing it just-in-time, but rather background
checking AGAIN 15 minutes and 1 hour after any update-manager install
(short and long term), then sleeping for the next 23 hours (I do 1 day
updates, you get the idea).

I still like the idea of downloading packages in the background too.
