unicode_start on second and following consoles

I almost forgot about this bug, but it happens for me, too (both on
iBook G4 and i386 desktop):

$ cat /etc/environment
LANGUAGE="de_DE:de:en_GB:en"
LANG=de_DE.UTF-8
