Then what's the need for the MTA dependency LaMont pointed out:

Version: 1.22ubuntu2
Provides: popcon
Depends: dpkg (>= 1.10), exim4 | mail-transport-agent, debconf

And the docs are severly outdated too :)

Anyway, back to the original subject, the main concern IMHO is
breaking LSB compliance...
