I'll just comment on that issue: is breaking LSB compliance for
default install a Good Thing (tm)?

Actually, a nice thing to do would be to implement some other method
to send reports into popcon (builtin SMTP, HTTP POST...), so that it
wouldn't require a properly configured MTA to send its reports, see
#239099, a patch seems available...
