Patch submitted for bug 1849 - Add admin group that can sudo

Can someone take a look at

A patch is supplied to allow users in the admin group to sudo. This
allows "Administrator" users to be created using the gui config tools.

It's my first patch, but it's there and it works for me. Wanted to see
if I could get this looked at so it could find it's way into hoary.
