IIRC, there are two mechanisms: one is provided by the mime-support package,
see update-mime(8) for details. Maybe it is also mentioned in some Debian's
packaging manual, such as [1]Debian Policy or [2]New Maintainer's Guide.

The other way is to add mime information to your .desktop file. 
See /usr/share/applications for some real-world examples ;-)
