When should a package be ubuntu-versioned?

When a Debian and a Ubuntu package have the same version, then that
only means that their *source* package is identical.

In general, Ubuntu and Debian packages will always differ, not only
because of build-time generated dependencies, but also due to
different C/C++ compiler versions, Python default version, etc. You
should generally not mix Debian and Ubuntu packages.

So, you should teach your tools to take the distribution
(debian/ubuntu) into account.
