Modem users' pain

I went ahead and restructured the scattered Wiki contents into a unified 
document which should deal with installing the modem drivers and setting up 
the dialer programs. I mainly took the existing pages and tried to fit them 
into a consistent documentation, adding a few words here and there:

Of course this is not perfect yet, but I hope it is a first step to improve 
the Wiki's documentation concering dialup. As I by far do not have all of 
these modems, I relied on existing documents, but it would still be great, if 
all interested people could have a critical look at it.

I went for a single page, because this encourages people to keep the framework 
in mind, when they change/add explanations on the page. Furthermore it should 
make it easier, for the not-yet-connected user to print this document 
somewhere and go to his computer and try the steps.

If you approve this document, I will change all related (and thus now 
outdated) Wiki pages into a Redirect.
