firefox/mozilla/libnspr packaging change

I think I have done this in firefox 1.4.99+1.5rc3.dfsg-1ubuntu5.

It would be nice if people who depend on libnspr and libnss would
check that their packages still build and work, particularly since I
won't really be able to fix it after lunchtime (UK) tomorrow (Friday).

If there is a problem and I'm gone, please feel free to revert my
change by making a firefox 1.4.99+1.5rc3.dfsg-1ubuntu6 which is
identical to 1.4.99+1.5rc3.dfsg-1ubuntu4.  I have a copy of my diffs,
and there are no other changes in ubuntu5.

The relevant bugzilla bug is 12398.
