dapper problems

I've found I need to "sudo ifup eth0" on current Dapper. I remember seeing a
note about this on the devel mailing list, so I assume it is known.

I believe this is the same bug I previously filed. It is an error with
gam_server. Killing the gam_server will restore the menus. #20216
