Shutdown notification... Where to implement?

I think there should be a notification when the computer is shutting down.
For instance if you press the poweroff button nothing happens for a small 
time. The user shoulfd instantely be informed the computer is shutting 
down...
Where is the most logical place to implement such a warning?
