Thanks for this problem report. A similar problem was reported as bug
#8265 (hangs behind a proxy) it is fixed now.  The timeout is 120 sec,
we should probably modify apt-setup to have a lower timeout (30-60 sec
should be enough). 

Your network hang looks different because I guess the reason for your
failure is a "Temporary failure resolving
'$lang.archive.ubuntu.com'". 

This was not yet detected as a network failure and apt keept trying to
fetch the various components (instead of failing early).

I put a fix for that in my michael.vogt at ubuntu.com--2005/apt--mvo--0
tree (patch-47). With it should  take around 1 minute to timeout.
