You can't call it just 'partman'; the archive won't accept that, because
the namespace for names of debs and names of udebs is shared.

I'm working on renaming partman to partman-base upstream at the moment,
but I'm not totally sure if that will make breezy. Perhaps it should
just be partman-ue or something so that we know it's a hack we need to
throw away and redo properly later.
