RSS feeds of package updates

The changelogs fortunately have a quite strict specification. Developers
unfortunaly always find holes to be sloppy ;)

Anyway, the changelogs are now parsed into html and that looks a bit
better. The feeds now also work in forefox since they now have a <guid>
and <link> tag pointing to the messages location in the archive. The
algorithm to generate these uids is flaky since there is no information
about the sequence number in the message. This means that if messages
arrive out of order, the guids will be switched :) 

Suggestions/comments/etc are welcome.
