People translate to Catalan (and other languages) all over the place,
not just in Ubuntu. We don't have an "official Catalan translator", but
nor do we have an "official translator" for any other language. All our
language packs are built by merging translations from ordinary packages,
which come from a variety of sources.

The installer is fully translated to Catalan in Debian, but nobody has
yet translated the Ubuntu-specific strings in the installer.

Look it up in the relevant .po file. However, apt translation has
nothing to do with installer translations.

Also, I would like to request you not to randomly mail translators.
Translation takes a lot of time, and so translators should be left to
come forward to translate the projects they care about.

The installer does not use language packs.
