Toolchain update for breezy

Before the breezy gates opened, two toolchain packages were updated
(glibc and gcc-4.0) and the default compiler version was changed for the
C compiler, but not yet for the C++ compiler, which will follow some
weeks later. For the details please see

We certainly will see some fallout, so it may be not advisable to end
users to upgrade hoary to breezy at this stage. For GCC bug reports,
please make sure to include complete information:

What we need

Please include in your bug report all of the following items, the
first three of which can be obtained from the output of gcc -v:

    * the exact version of GCC;
    * the system type;
    * the options given when GCC was configured/built;
    * the complete command line that triggers the bug;
    * the compiler output (error messages, warnings, etc.); and
    * the preprocessed file (*.i*) that triggers the bug, generated by
      adding -save-temps to the complete compilation command
