modem support

Certain hardware modems need setserial to function properly, as they are not configured on boot out-of-the-box.  Is this a hotplug issue or should setserial be included in the ship seed?
 
Also, would it be possible to include built sl-modem-modules in the ship seed?  This would require both the sl-modem-daemon and the sl-modem-modules packages.  As it is, users of this type of modem must install ubuntu and scour the internet to find out how to compile the drivers for themselves.  As well, they must download the sl-modem-source package on another OS and transfer it by floppy to their ubuntu box to get this working.

But they too must be transfered "by hand" to the Ubuntu box.
