2 bugs in hoary

This is a strange: in tty1 all is normal (ç and ñ are right) but when I login 
to tty2 and so on, ç and ñ appear as strange succession of symbols.

How can I report this bug?. What file I have to attach and in what component?

Sorry. The (2) is solved with the latest lang-pack.
