I also had this problem when upgrading from Warty. I noticed it as I was
looking for a reason to explain why I had update-manager and
update-notifier installed, but I never got a message in my notification
area indicating new updates available. I haven't checked this yet, but I
have a feeling that update-notifier won't notify people who did a warty
upgrade of new packages because of a problem similar to the one
discussed in this thread. (I'm also assuming it's not just me with this
problem.)
