We support libapache2-mod-php4 version 4.3.8, which was current at the time
of our freeze.  4.3.9 is not very old; it was only released two days ago.
:-)  We are not currently accepting new upstream code right now except to
fix release-critical bugs.  After the Warty release, of course, we will open
the floodgates again.
