Racoon - reasons

Ok, last week Matt told me that racoon was removed from ipsec-tools in 
Ubuntu.
Is there a link or any information on why this was done?
It will be awefully hard to have an Ipsec VPN that uses the built in 
Kernel code without that.

Racoon is responsible for the automatic IKE section of the VPN, without 
it, a person would have to generate exchange keys manually and that is 
very tedious and not overly secure.
