PSI and Ubuntu promotion

This was semi-deliberate, since we're a branch of Debian unstable. We
also include /etc/lsb-release, which has more precise information about
the OS. If they don't do so already (they should), software packages
should be modified to check /etc/lsb-release before /etc/debian_version.
