ctags link missing in alternatives

Could you file a bug against emacs in Bugzilla for this? I've had
similar bugs reported to me as Debian exuberant-ctags maintainer; I
think emacs has been broken in this way for some time.

(Forcing --auto's probably the wrong thing to do, though.)
