Re-enabling of services.

I ran apt-get dist-upgrade and it upgraded my kernel and a whole bunch
of other apps. So, I rebooted. However after logging back in, to my
surprise I have found, that CUPS and postfix are running, although I
intentionally disabled them earlier using rcconf. So, I used rcconf
again, but now I was curious, and ran apt-get --reinstall install
postfix cupsys and voila they are both again running and enabled. Is
this a bug or a feature? If this is a feature, why?
