I recommended that we not install them by default in Warty because we're
really not ready to make any claims about useful a11y support. I suspect
the best strategy will be to create an 'Accessible Ubuntu', so that we
can integrate a11y technologies into the system, have them working 100%
by default, but avoiding the wrath of users who don't require these "odd
interruptions". :-)
(A truly accessible installer, startup process and default desktop would
very likely drive users who don't need those features bonkers, and it's
hard to provide an accessible way to turn a11y features if they're not
there already.)
