I really would like to see xchat 2.4.0 included in this release (warty)

No way, sorry. We are in deep freeze, and our Release Candidate will
go out in a week. So I guess you either have to wait until after the
release (when we synchronize with testing again) or build the Debian
source package on your own and install it (unsupported, of course).
