Idea for expanded support of some non-free software

I see that much of these non-free apps can be included in universe and
multiverse, and I see that it can be downloaded from there, however, i feel
there needs to be at least some support for these packages.  For instance,
Flash in Hoary currently doesn't have working sound for me - and some others as
well.  I wanted to file a bug, but since it's in multiverse there's no way to. 
I see Ubuntu recommends reporting bugs to Debian - but it seems like many
people in Debian wouldn't be very reseptive to a problem reported in another
distribution - even one related to Debian as Ubuntu is.  Because of this, I
feel bug reports for universe/multiverse apps need to be accepted in Ubuntu's
bugzilla.
