Bug fixes for stable releases?

I know that currently, Ubuntu provides security updates for the stable release
for a period of time.  However, I wanted to suggest that Ubuntu provide, in
addition to security fixes, bug fixes for the stable release (if they are
simple and do not negatively affect anything).  There are several issues in
Warty that have since been fixed in Hoary, and it would be nice to be able to
get some of these issues fixed without upgrading to the unstable distribution.
