Prompt for UTC in installer

Whenever I install Ubuntu on a clean disk or a disk that already has Linux
installed, Ubuntu assumes that the clock is set to UTC. This does not seem like
a safe assumption to me, as people may delete Windows and install Ubuntu leaving
the clock alone. Also, some people may leave the clock on local time because
they plan to install Windows later or just because they didn't want to bother
with changing it. Because of this, I feel that by default, the installer
should prompt for whether the clock is on local or UTC time regardless of
whether there is a Windows installation.
Any thoughts on this?
